            Commissioner McCoy

County Clerk’s Note:
Ed Sturdivant stated to ensure we are in compliance with the action of court, with the 42-hour a week paramedics being paid the same annualized amount as the 56-hour paramedics, HR, EMS, Treasurer’s office and Auditor’s office will develop the process for how that calculation will occur as well as the best form for that compensation to occur.
Chief Wait stated the plan is the medics won’t lose any money if they move to a peak hour shift and the timing is that they are about two months behind in being able to do their shift bid.  The chief is asking permission to develop a 3 – 5-year plan to move the entire organization to a 42-hour work week, not just 16 out of 130 paramedics.

Item 34 continued - Miscellaneous:

  County Clerk's Note:
Ed Sturdivant, County Auditor, stated this is a process required by all the jurisdictions the Appraisal District serves with a requirement of three-fourths of a positive vote for them to move forward.

Jordan Wise, Chief Appraiser, stated the process the Appraisal District is looking at for purchasing, constructing and renovating facilities is dictated by the property tax code. The code requires the approval of the Appraisal District’s Board of Directors, who then passes as a resolution and distributes to the taxing units, which kick-starts a timeline for the taxing units to take action on it.  They have thirty days from when the letter is sent to take action and another ten days to deliver notification of said action.  The Board of Directors passed their resolution at their November meeting. The information packet was distributed on November 20 and appears to have been received on November 25.  The deadline to officially have taken action would have been December 20th with ten days thereafter to distribute the notification.

Adjournment.
Commissioners Court adjourned at 2:52 p.m. on Thursday, January 8, 2026.

Moved by Commissioner Meyers,
to adjourn.

Judge George called this meeting back at 3:05 p.m. on Thursday, January 8, 2026.
Michelle Turner, First Assistant Fort Bend County Attorney’s Office, explained for the record the following: The court adjourned its business less than 30 minutes ago and during that time no one who was present at adjournment left the room. Everyone remained in the room as to Ms. Turner’s best recollection.   She asked if anyone in the room was aware that someone had left the room and to say it now.

County Clerk's Note:
No response was received.

Commissioner Meyers stated we are all here.

Ms. Turner stated it was determined one of the items needs to be returned to fill in the specificity needed to complete the item.  However, the court had adjourned and so, in the interest of correctness, Ms. Turner reached out to Josh Humphreys, Associate General Counsel for the Texas Association of Counties, to determine if adjourning precluded the court’s ability to go back into session and take that item up.  Mr. Humphreys said if we could confirm that no one had left and that all the members and all the folks were still in the room, that we could proceed.  Ms. Turner feels like there is a case for the AG, but it is not confirmed.  Ms. Turner is comfortable that the Texas Association of Counties, whose job it is to provide such guidance, is telling us we are on solid ground.  The court would like to return to a certain item and take that matter up now.  If there is anyone with a concern about this course of action, say it now.

County Clerk's Note:
No concern was voiced.
