BE IT REMEMBERED, That on this 13TH DAY of OCTOBER, 2025, Commissioners Court of Fort Bend County, Texas, met at a special meeting with the following present:

When the following were heard and the following orders were passed:
 
               
1.   Call to Order.

2.   Receive public comments regarding the agenda.

Item 2 was moved to after Discussion of the presentation on Item 4.
 
3.   Take all appropriate action on Declaration and Order Prohibiting Outdoor Burning in Unincorporated Fort Bend County, Texas pursuant to Local Government Code
Section 352.081.

Item 3 continued - Order Prohibiting Outdoor Burning:

Justin Jurek, Fire Marshal
 
County Clerk’s Note: 
It is recommended the Burn Ban expire in 90 days.  The KBDI ( Keetch-Byram Drought Index) levels will be monitored and if they reach safe conditions before the 90 days is reached, the Fire Marshal will make recommendations accordingly.  The timeframe for the request of the Burn Ban does not affect the Diwali firework season which would have had to been done 15 days prior to their certified day of sales.  Mr. Jurek ask for extra safety precautions.
 
4.   Take all appropriate action on Order Adopting New Commissioners Court Precinct Boundaries.

Jacob Lee, Chairman of the Fort Bend County Citizens Redistricting Advisory Committee presented to the court a summary of the work of the committee and presented the maps received, both the majority and minority votes, for the Commissioner’s consideration.  The presentation can be heard at: https://fortbendcountytx.new.swagit.com/videos/357876?ts=272

County Clerk’s Note:
Mr. Lee reviewed the criteria used to guide every map reviewed by the committee.  Resolution 19B indicated there must be equal population with less than 10% deviation, compact and contiguous districts, identifiable boundaries, communities of interest kept together, precinct integrity, voting rights act compliance, incumbent-constituency continuity and no racial gerrymandering.
The tools used were Dave’s Redistricting app, a tutorial created by Mr. Lee to use the app, the current voter maps, recommended Voter Precinct maps from the Elections Office, geo coded Elected Officials residences, County office locations, the standing rules and Resolution Item 19B.

Mr. Lee reviewed any possible changes or expenses each map would have on each Precinct.
 
  Commissioner McCoy stated “for the record between the County Attorney’s office and whatever else there has been a lot of questions about Mr. Morris’ qualifications.”

Item 4 continued - Order Adopting New Commissioners Court Precinct Boundaries:

Duly put and carried (3-2), it is ordered to approve the Order adopting the new Commissioner Precinct boundaries which includes the Mike Gibson Response to Comments JL Amendment 1 map as Exhibit 2 to the Order as presented.
 
  The main motion as amended was voted on.

Duly put and carried (3-2), it is ordered to amend Exhibit 2 to the Order of the Mike Gibson Response to Comments JL Amendment 1 to move census blocks identified as numbers 841576755032070 and 841576755032071.  These two census blocks which are in the City of Thompsons contain six people and three voters.  A primary objective of this Redistricting effort is to put as many of the city’s within one precinct as practical and these two census blocks are in Precinct 2 where as all the rest of Thompsons is in
Precinct 3.
