B.   Approve Interlocal Motorcycle Deputy Agreement for Additional Law Enforcement Services between Fort Bend County and County Assistance Districts Nos. 1, 7, 10, and 11, with services to be provided by the Office of Fort Bend Constable Precinct 1, effective through September 30, 2027.

COMMISSIONER, PCT. 3:
 
  Approve the reappointment of Dr. Jay Neal as Fort Bend County representative to the Board of Directors of the City of Sugar Land Tax Increment Reinvestment Zone (TIRZ) No. 3 for a two-year term effective through July 1, 2028.
 
10. BUDGET TRANSFER(s):
 
A.   County Court at Law No. 5: Approve the transfer in the amount of $136 from Supplies & Maintenance into Information Technology, to allocate funds for the purchase of two (2) computer monitor arms for the Courtroom's State and Defense Tables.
 
B.   Environmental Health: Approve the transfer in the amount of $1,600 from Material & Supplies into Information Technology, to allocate funds for the purchase of keyboards and HSGovTech amendment.
 
C.   Medical Examiner: Approve the transfer in the amount of $7,200 as detailed on Director's Form dated August 17, 2026, to allocate funds to cover the cost of increase to transport vendor Caring Transport's purchase order (additional transports) and flash drives ordered under IT account.
 
D.   Mosquito Control: Approve the transfer in the amount of $2,503 from Fees into Supplies and Maintenance, to allocate funds for the purchase of Evergreen Adulticide. 
 
E.   Purchasing: Approve the transfer in the amount of $2,128 from Travel into Information Technology, to allocate funds to cover equipment to conduct virtual pre-bid/rfp/rfq meetings and solicitation openings.
 
F.   Social Services: Approve the transfer in the amount of $130 as detailed on Director's Form dated August 17, 2026, to allocate funds to offset credit balance.

B.   Take all appropriate action to commit $52,000,000 for bond-funded projects in the FY2027 budget to support capital activity from September 2026 through December 2026. (Fund: General Fund Balance)
 
22. COUNTY ATTORNEY:
 
  Take all appropriate action on request for transfer in the amount of $94,295 from Non-Departmental Contingency into County Attorney - Fees to allocate funds for legal services rendered in Cause No. D-1-GN-25-003445.
 
23. COUNTY CLERK:
 
  Take all appropriate action on request for transfer in the amount of $412 from Non-Departmental Contingency into County Clerk General Fees to allocate funds for the remaining interest owed to a customer accrued from October 8, 2025, through July 28, 2026.

B.   Take all appropriate action on Interlocal Agreement between Fort Bend County and the Town of Thompsons for fire code inspection and fire investigation services within the Town of Thompsons, effective upon execution by the last party through September 30, 2026, and continuing thereafter until terminated in accordance with the Agreement.

GRANTS ADMINISTRATION:
 
A.   Constable Precinct 3: Take all appropriate action on the Grant application with the Texas Department of Transportation for participation in the Selective Traffic Enforcement Program (STEP) 2027 Impaired Driving Mobilization, in the amount of $19,821.68, and a local match required by Fort Bend County in the amount of $5,638.80 for the Grant period of December 13, 2026, through September 10, 2027. (Fund: Constable Pct. 3)
 
B.   Public Transportation: Take all appropriate action on a request to approve the Fiscal Year 2026 Certification and Assurances, Section 5333(B), Lobbying, Debarment and Suspension, and Internal Compliance Program Certification as required by the Texas Department of Transportation (TxDOT).
 
C.   Public Transportation: Take all appropriate action on Amendment No. 3 to Project Grant Agreement SEP 2502 (11) between Fort Bend County and the Texas Department of Transportation for Fiscal Year 2025 to extend the grant end date through May 31, 2027, with no change in the local match required by Fort Bend County. D.   Public Transportation: Take all appropriate action on Amendment No. 1 to Project Grant Agreement RUR 2602 (11) between Fort Bend County and the Texas Department of Transportation for Fiscal Year 2026 to revise the budget, with no change in the local match required by Fort Bend County. E.   Public Transportation: Take all appropriate action on Amendment No. 3 to Project Grant Agreement RUR 2502 (11) between Fort Bend County and Texas Department of Transportation for Fiscal Year 2025 to revise the budget and extend the grant end date through January 31, 2027, with no change in the local match required by Fort Bend County. F.   Public Transportation: Take all appropriate action on Amendment No. 2 to Project Grant Agreement RPT 2502 (11) 076_24 between Fort Bend County and the Texas Department of Transportation for Fiscal Year 2024 to revise the budget and extend the grant end date through May 31, 2027, with no change in local match required by Fort Bend County. G.   Public Transportation: Take all appropriate action on a request to approve the Public Transportation Master Grant Agreement (MGA) between Fort Bend County and the Texas Department of Transportation for federal and state funding.
 
H.   Public Transportation: Take all appropriate action to ratify and approve the Interlocal Agreement between Fort Bend County and the Houston-Galveston Area Council (H-GAC) to implement Free Fare Fridays throughout the month of September in support of Ozone Action Month.
 
27. HOMELAND SECURITY & EMERGENCY MANAGEMENT:
 
A.   Take all appropriate action on Memorandum of Understanding between Fort Bend County and Operation BBQ Relief to provide disaster feeding services for emergency responders and personnel, as needed, during declared emergencies and disasters, with services to be provided only upon activation by Fort Bend County and in accordance with applicable emergency management procedures, county purchasing requirements, and policies, at no financial obligation to Fort Bend County.
 
B.   Take all appropriate action on the Site Use Agreement between Fort Bend County and the City of Clute for use of designated areas of the Fort Bend County Fairgrounds for vehicle staging and storage during major disaster or emergency events, effective August 13, 2026, through September 30, 2029.
 
28. HUMAN RESOURCES:
 
A.   Take all appropriate action on revisions to the Employee Information Manual, Policy 713, Section 713.01, Purpose, to correct the referenced provision of the Texas Local Government Code to Section 180.009.
 
B.   Take all appropriate action on the proposed 2027 Holiday Schedule as submitted by Human Resources.

MEDICAL EXAMINER:
 
  Take all appropriate action on the Letter of Engagement for the appointment of Dr. Stephen Pustilnik, Fort Bend County Chief Medical Examiner, to serve on the Board of Directors of the 81st/218th District Medical Examiner’s Office as its Outside Chief Medical Examiner/Board-Certified Forensic Pathologist.
 
30. MISCELLANEOUS:
 
A.   Take all appropriate action regarding Fiscal Year 2027 funding for five (5) Associate Judge positions and related budgetary adjustments.
 
B.  

Take all appropriate action for Fiscal Year 2027 to establish a Legal Department — Civil Division, as a separate County department under the authority and direction of Commissioners Court to provide non-litigation civil legal services and support to Fort Bend County; transfer attorney and support staff positions and associated funding and resources; and authorize all necessary budgetary, personnel, administrative, and operational actions to implement the same, subject to applicable law.
 
31. PARKS & RECREATION:
 
A.   Take all appropriate action on a request to create two (2) new part-time positions, Parks Operator, Grade G00 of the General Salary Structure, effective August 27, 2026, for Jones Creek Ranch. (Fund: CAD 11) 
 
B.   Take all appropriate action on a request to create two (2) new full-time Parks Operator II positions, Grade 102 of the General Salary Structure, effective August 27, 2026, for the Abe and Lizzie Daily Park. (Fund: CAD 1)
 
32. PUBLIC TRANSPORTATION:
 
A.   Take all appropriate action on the Amendment to the Parking Area License Agreement between Fort Bend County and the University of Houston System for the public transportation park and ride facility, effective through April 30, 2027.
 
B.   Take all appropriate action to approve the Second Amended Interlocal Agreement for Transportation Services between Fort Bend County and the University of Houston, effective through July 31, 2027.
 
33. PURCHASING:
 
A.   Take all appropriate action on Agreement with Netsync Network Solutions, Inc., utilizing DIR Contract No. DIR-CPO-5347 for Smartnet Cisco Systems, in an amount not to exceed $548,056.03. (Fund: Information Technology)
 
B.   Take all appropriate action on the Renewal of Agreement with Alfred Benesch & Company, pursuant to RFP 21-024, for Public Transportation Financial and Transportation Planning Services in an amount not to exceed $400,000, effective September 8, 2026, through September 7, 2027. (Fund: Public Transportation Grants)
 
C.   Take all appropriate action on First Amendment to Agreement with Nova Technology Solutions, LLC dba Novatech, utilizing Equalis Group Contract R10-1169D to include additional services regarding Managed Print Services for Sharp multifunction copiers, with no change in compensation. 
 
D.   Take all appropriate action on a request to award Bid 26-020, term contract for Demolition Services for Abatement Properties for Fort Bend County to Waste Solutions USA LLC, low bidder meeting specifications for the term through September 30, 2027.
 
E.   Take all appropriate action on the Addendum to the Agreement with Axon Enterprise Inc., utilizing Sourcewell Contract No. 101223-AXN for the purchase of specified officer safety plan items for Constable Precinct 4 in an amount not to exceed $307,660.80, effective through January 26, 2032. (Funding: Fort Bend County Toll Road, MUD 30, Harvest Green MUD 134D, Waterside MUD 118, Veranda MUD 215, and Sunrise Meadow MUD 162)
 
F.   Take all appropriate action on the First Amendment to the Agreement with Brodart Co., utilizing Texas State Contract No. 715-M2 for the renewal and continued purchase of high-demand books for Fort Bend County Library, in an amount not to exceed $350,000, effective October 1, 2026 through September 30, 2027. (Fund: Library)
 
G.   Take all appropriate action on a request to award Bid 26-062 Candela Heights Drive and Fulshear Gaston Road Traffic Signal Projects for Fort Bend County Mobility Bond Project No. 20316x, to low bidder meeting specifications, Traf-Tex, Inc., in the amount of $667,329.65, Precinct 1.
