COMMISSIONER, PCT. 3:

Approve the reappointment of Marcelo Moacyr as Fort Bend County representative to the Board of Directors of City of Sugar Land Tax Increment Reinvestment Zone (TIRZ) No. 4 for a two-year term effective through July 1, 2028.

BUDGET TRANSFER(s):

328th District Court: Approve transfer in the amount of $2,032 from Fees into Information Technology, to allocate funds for the purchase of a laptop.

Clinical Health Services: Approve transfer in the amount of $1,808 from Property and Fees into Information Technology, to allocate funds for the purchase of Dymo Label Printers.

FORT BEND COUNTY TOLL ROAD AUTHORITY: The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular Board meeting held on July 20, 2026, and makes the following recommendations to Commissioners Court:

Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and Blacksmith Construction Services regarding Project No. 1029.

GRANTS ADMINISTRATION: The grant application for the below item(s) has been approved by Commissioners Court; the Grants Coordinator has reviewed the acceptance documents and makes the following recommendation(s) to Commissioners Court:

Library: Accept the Texas Reads 2027 Grant award from the Texas State Library and Archives Commission in the amount of $10,000 with no cash match required by Fort Bend County for the grant period of September 1, 2026, through August 31, 2027.

County Judge: Approve Proclamation recognizing Prairie View A&M University for celebrating their 150th anniversary for presentation at the August 27, 2026, Commissioners Court Meeting.

PURCHASING:

Approve the continued purchase of grounds maintenance equipment, parts, and supplies from John Deere & Company and Shoppa’s Farm Supply, Inc., utilizing BuyBoard Contract 806-26 for various departments upon request from their Fiscal Year 2026 budgets.

Approve renewal of Bid 26-011, term contract for Swimming Pool Maintenance and Supplies, with R&K Commercial Aquatic Services, LLC.

Authorize advertising for bids for construction of Site Utility Extension for Environmental Health Building.

TAX ASSESSOR/COLLECTOR:

Approve and record into minutes tax payment refunds in the amount of $17,191.37 for the office of Carmen P. Turner.

COMMISSIONER, PCT. 3:

Take all appropriate action to amend the leadership of the Industrial Development Opportunities Committee established by Commissioners Court on July 11, 2023, through Agenda Item 17, by appointing Commissioner Precinct 1 to serve in place of Commissioner Precinct 4, with Commissioner Precinct 3 continuing to serve on the committee, and with all other provisions of the Court’s July 11, 2023, action remaining unchanged.

22.

AUDITOR:

Take all appropriate action on Resolution in support of the Fort Bend County Finance Housing Corporation approving the assignment of activity bond authority to the Texas Department of Housing and Community Affairs with no financial obligation from the County.

Take all appropriate action on Order Setting Fees for the Offices of Fort Bend County Sheriff and Constables effective January 1, 2027, pursuant to Local Government Code Section 118.131.

Take all appropriate action on Second Amended Order Authorizing Acquisition of Real Property for Barbara Jordan Park to reflect revised funding for the acquisition of approximately 0.689 acres of real property in the amount of $196,000 and to otherwise revise and clarify the terms of the acquisition. (Fund: 2023 Parks Bonds)

Take all appropriate action to approve setting the mileage rate at 76 cents per mile, the same as the Internal Revenue Service (IRS), effective August 13, 2026.

Take all appropriate action on request to approve a transfer in the amount of $190,606 from Various – Fees & Utilities to Non-Departmental – Contingency, representing communication cost savings identified through SpyGlass’s review.

BUDGET & FINANCE:

Take all appropriate action to propose the FY2027 salaries for Fort Bend County Elected Officials.

Take all appropriate action to set Public Hearings for the FY2027 Proposed Budget for Fort Bend County to be conducted on Wednesday, September 9, 2026, at 5:30 p.m. and Thursday, September 10, 2026, at 1:00 p.m. in the Commissioners Courtroom, 2nd floor, in the Historic Courthouse in Richmond, Texas.

Take all appropriate action to propose the 2026 tax rate for Fort Bend County and take a record vote.

COUNTY CLERK:

Take all appropriate action on request for two (2) new Part-Time Clerk positions for the County Clerk Administration Division, effective August 13, 2026. (Fund: County Clerk Records Management)

COUNTY TREASURER:

Take all appropriate action on request for transfer in the amount of $9,400 from Non-Departmental Contingency into County Treasurer's Supplies and Maintenance to fund security enhancements and operational improvements within the County Treasurer's Office.

GRANTS ADMINISTRATION:

Parks: Take all appropriate action to request approval to apply for the Cross Creek Ranch Community Association, Inc. Grant for the construction of a shade structure for Super Dave's All Abilities Park located in Precinct 1 in the amount of $205,960, with no cash match required by Fort Bend County.

Public Transportation: Take all appropriate action to ratify approval of the Transportation Award Management System (TrAMS) Delegation of Signature Authority form, authorizing access to County Judge Daniel Wong effective July 29, 2026.

Public Transportation: Take all appropriate action on the Transportation Award Management System (TrAMS) Delegation of Signature Authority form authorizing access to Grady Randle, General Legal Counsel of Commissioner Court, effective August 13, 2026.

Public Transportation: Take all appropriate action on request to ratify the Intergovernmental Agreement between Fort Bend County and the Houston-Galveston Area Council (H-GAC) for commuter transit services to downtown Houston, in an amount not to exceed $780,000, with a required local match by Fort Bend County in an amount not to exceed $156,000, for the period of August 1, 2026, through July 31, 2027. HEALTH & HUMAN SERVICES:

Take all appropriate action to accept the Procedures of Collaboration with the Department of State Health Services and the Texas Infertility Prevention Project, an administrative agency to promote the identification, treatment, and prevention of sexually transmitted infections at no cost to Fort Bend County.

32.

HOMELAND SECURITY & EMERGENCY MANAGEMENT:

Take all appropriate action on License Use Agreement between Fort Bend County and the Federal Emergency Management Agency (FEMA) to support emergency management disaster response to stage equipment, teams, commodities, or Temporary Emergency Power Mission associated with federally supported emergency response activities.

33.

HUMAN RESOURCES:

Take all appropriate action to authorize the County Judge to execute Fort Bend County's Texas County and District Retirement System Plan Authorization for Plan Year 2027, and consider action on the following items:

1.	Changes in the plan provisions for non-retirees;
2.	Cost of Living Adjustment for retirees; and
3.	Payment of a rate greater than the Texas County District Retirement System required rate.

Take all appropriate action on request for an extension of Administrative Paid Leave for an employee of Constable Precinct 3, Position No. 5504-0049, for an additional 90 days beginning July 16, 2026.

JUSTICE OF THE PEACE, PCT. 3, PLACE 1:

Take all appropriate action on request for transfer in the amount of $1,850 from Non-Departmental Contingency into Property & Equipment to purchase office furniture.

LIBRARY:

Take all appropriate action on request to approve the FY2026 holiday schedule, including holiday weekend closures in observance of national holidays, for the Fort Bend County Libraries.
