A.   Facilities - Jail Maintenance: Approve correction to Agenda Item 7D approved by Commissioners Court on October 23, 2025, to correct a clerical error of the amount, so it reads: Approve FY2025 transfer in the amount of $503,554 as detailed on Director's form dated October 2, 2025, to allocate funds to complete projects regarding the county jail's climate control system.
 
B.   Sheriff's Office - Commissary: Approve transfer in the amount of $270 as detailed on Director's Form dated October 24, 2025, to allocate funds to amend the budget pursuant to Local Government Code Section 111.07075 and allocate revenue received from Commissary into accounts for expenditures through October 2025.

12. FORT BEND COUNTY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular Board meeting held on September 15, 2025 and October 20, 2025, and makes the following recommendations to Commissioners Court:
 
A.   Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and Cobb Fendley & Associates, Inc. regarding Project No. 101-054, Segment D.
 
B.   Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and Pape Dawson Engineers regarding Project No. 101-054, Segment D1.
 
C.   Approve Resolution authorizing necessary and appropriate actions to enforce sign regulations and initiation of enforcement proceedings in connection with billboard violation; and initiation of enforcement proceedings in connection with billboard violation. 
 
D.   Approve Consultant Services Agreement with LJA Environmental Services LLC (formerly Berg-Oliver Associates Inc.).
 
E.   Approve Construction Agreement with Webber, LLC. 
 
F.   Approve and ratify Resolution approving the Civil Litigation Enforcement Program for toll violations.
 
 
13. FORT BEND GRAND PARKWAY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend Grand Parkway Toll Road Authority reviewed the following items at their regular meeting held on October 20, 2025, and makes the following recommendations to Commissioners Court:
 
  Approve and ratify Resolution approving the Civil Litigation Enforcement Program for toll violations. 
 
14. GRANTS ADMINISTRATION: The grant application for the below item(s) has been approved by Commissioners Court; the Grants Coordinator has reviewed the acceptance documents and  makes the following recommendation(s) to Commissioners Court:
 
A.   Office of Homeland Security and Emergency Management: Approve Supplemental Grant Awards, as presented, from the State of Texas, Office of the Governor, for the purchase of additional equipment to be utilized by the Office of Emergency Management during activations, with no cash match required by Fort Bend County. 
 
1.  Grant No. 2971510 in the amount of $45,000, for a total grant award of $460,000.00 previously awarded and accepted by Commissioners Court on October 22, 2024; and 
2. Grant No. 2970909 in the amount of $52,000, for a total grant award of $367,636.00 previously awarded and accepted by Commissioners Court on October 24, 2023.
 
B.   Sheriff's Office: Approve and accept grant funds from the U.S. Department of Justice Office, Community Oriented Policing Services, FY2025 COPS Hiring Program, in the amount of $1,250,000 with a cash match in the amount of $2,023,100 required by Fort Bend County, for a total amount of $2,335,600, for the grant period of October 1, 2025, through September 30, 2030, for community policing initiatives. (Fund: Precinct 2 County Assistance District No. 4)
 
 
15. MEDICAL EXAMINER:
 
A.   Approve Volunteer Agreement for course experience between Fort Bend County and F. Poonawala, for course experience, through September 30, 2026.

19. COUNTY JUDGE: 
 
A.   Take all appropriate action on the appointment of Katie Clayton to the Gulf Coast Water Authority Board of Directors for a two-year term effective November 6, 2025.
 
B.   Take all appropriate action on Amendment to Professional Legal Services Agreement with Rogers, Morris & Grover, LLP, to increase the contract in the amount of $60,000 for a total contract amount not to exceed $110,000. (Fund: Non-Departmental Fees)
 
20. CONSTABLE, PCT. 1:
 
  Take all appropriate action on the Interlocal Motorcycle Deputy Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend County Assistance District Nos. 1, 7, 10 and 11 with services to be provided by the Office of Constable Precinct 1 for one (1) contract deputy to which payment will be split equally amongst the participating districts, effective through September 30, 2026.
 
21. CONSTABLE, PCT. 4: 
 
  Take all appropriate action on Interlocal Cooperation Contract between Fort Bend County and Texas State University (TEP FY2026) to accept grant funds in the amount of $25,000 for the Enforcement of Health and Safety Law regarding the sale of tobacco to minors with no cash match required by Fort Bend County, effective through August 31, 2026.

24. DISTRICT CLERK:
 
A.   Take all appropriate action on the request to utilize District Clerk Records Management Funds to hire additional temporary staff in the District Clerk’s Office, effective November 6, 2025.  (Fund: District Clerk Records Management)

25. ELECTIONS ADMINISTRATION:
 
A.   Take all appropriate action to restore the boundary line between Precinct 1002 (formerly 4002) and Precinct 3111 (formerly 2110) to its configuration prior to the redistricting adopted on October 13, 2025, resulting in all of Texas House District 28 being located within Commissioner Precinct 3111.
 
B.   Take all action to approve new voting precinct lines effective January 1, 2026.
 
26. ENGINEERING:

28. HEALTH & HUMAN SERVICES:
 
A.   Clinical Health: Take all appropriate action to accept the Procedures of Collaboration between the Department of State Health Services and the Texas Infertility Prevention Project to improve access to preventive and treatment services in support of community health, at no cost to the County.
 
B.   Health & Human Services: Take all appropriate action on request for FY2026 transfer in the amount of $100,000 from Non-Departmental Contingency into P635-26AIR to allocate funds for the Air Quality Monitoring System as previously approved by Commissioners Court on October 9, 2025. 
 
C.   Health & Human Services: Take all appropriate action on request to reclassify vacant Position No. 6381-0010, from Health Inspector Senior, Grade 107 of the General Salary Structure, to Health Inspector I, Grade 105 of the General Salary Structure, effective November 6, 2025. H.   Take all appropriate action on Change Order No. 1 with Traf-Tex, Inc., to increase the contract in the amount of $13,415.33 for a total contract amount not to exceed $1,012,438.23, pursuant to Bid No. 24-051, regarding Traffic Signals and Safety Improvements, Mobility Bond Project No. 23302, Precinct 3. (Fund: Mobility Bonds)

L.   Take all appropriate action on Change Order No. 3 with Teal Construction Company, to increase the contract by $194,455.80 for a total contract amount not to exceed $7,049,393.04 and to extend the contract time through November 28, 2025, pursuant to Bid No. 24-052, regarding construction of Fresno Community Center. M.   Take all appropriate action on request to purchase two (2) Explorers for the Community Development Department as an addition to fleet, and one (1) Explorer for Constable Precinct 1 as a replacement to fleet Unit No. V120, from Silsbee Ford, utilizing TIPS Contract No. 240901, in an amount not to exceed $142,782.05. B.   Take all appropriate action to authorize the use of Certificates of Obligation in the amount of $1,012,210 to continue funding the Traffic Signal Safety Improvement Initiative that began under the FY2025 Capital Improvement Program (CIP).
 
C.   Take all appropriate action on Interlocal Project Agreement between Fort Bend County and the City of Stafford for milling, preparation, and overlay of the following streets within the City of Stafford as presented; the City will provide materials, and the County will provide labor and equipment, in an amount not to exceed $39,500.   Take all appropriate action on RTS Workstation Lease Agreement between the Texas Department of Motor Vehicles (TxDMV) and Fort Bend County, pursuant to Texas Transportation Code, Section 520.0093, for the purpose of providing the County of Fort Bend, Texas, the option to lease additional Registration and Title System workstations directly from the State.
 
35. TEXAS AGRILIFE (EXTENSION):
 
  Take all appropriate action on the Interlocal Agreement between Fort Bend County and the Texas A&M AgriLife Extension Service of the Texas A&M University System, College Station, for FY2026, for partial funding of agents’ salaries in the amount of $317,021. (Fund: Texas A&M AgriLife Extension)
