16. FORT BEND COUNTY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular Board meeting held on January 20, 2025, and makes the following recommendations to Commissioners Court:
 
A.   Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and HVG Associates Inc., to provide on-call construction materials testing & inspection, and geotechnical services.
 
B.   Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and ISI Contracting, for pavement replacement and miscellaneous repairs.
 
17. GRANTS ADMINISTRATION: The grant application for the below item(s) has been approved by Commissioners Court; the Grants Coordinator has reviewed the acceptance documents and makes the following recommendation(s) to Commissioners Court:
 
  Sheriff's Office: Approve correction to Agenda Item 19C, previously approved by Commissioners Court on January 28, 2025, to correct the name of the grant awarding entity so it reads: Accept the grant award from the Office of Justice Programs (OJP) for the FY2024 State Criminal Alien Assistance Program in the amount of $145,423, with no cash match required by Fort Bend County.

H.   Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Cross Creek West, Section 11, Precinct 1.

B.   Take all appropriate action to authorize an increase in the amount of $600 to cover settlement charges on the acquisition of 5.58 acres in Fulshear, approved by Commissioners Court on August 13, 2024, Item 35G. (Fund: Certificates of Obligation)
 
29. FIRE MARSHAL:
 
A.   Take all appropriate action on Interlocal Agreement between Fort Bend County and the City of Rosenberg for fire protection in unincorporated Fort Bend County, effective through September 30, 2034. 
 
B.   Take all appropriate action on request to reclassify vacant Position No. 5431-0039 Fire Inspector, Grade 106 of the General Salary Structure, to Investigator/Inspector, Grade L05 of the Law Enforcement Salary Structure, in the Fire Marshal's Office, effective February 11, 2025. (Fund: Fire Marshal)
 
C.   Take all appropriate action on First Amendment to the Fort Bend County Boarding Home Regulations and Order adopting amendments effective February 14, 2025.
 
30. GRANTS ADMINISTRATION:
 
A.   County Judge: Take all appropriate action to authorize submission of the Indirect Cost Allocation Proposal for Fiscal Year 2023, for use in Fiscal Years 2023 through 2028, to the U.S. Federal Transit Administration, Region Six Office, for review and approval of a Federally Negotiated Indirect Cost Rate for Fort Bend County.
 
B.   Economic Development: Take all appropriate action to accept grant award and approve Intergovernmental Funding Agreement between Fort Bend County and Houston Galveston Area Council (H-GAC) regarding the Livable Centers Program in the amount of $250,000 to help identify and fund livable and focused livable centers studies in Fort Bend County Precinct 2, with a cash match required by Fort Bend County in the amount of $50,000. (Fund: 2022B Tax Note)
 
C.   Juvenile Probation & Detention: Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, in the amount of $115,542.42 with no cash match required by Fort Bend County for the TX2075 County Solutions to Address Commercial Sexual Exploitation Grant for grant period of September 1, 2025, through August 31, 2026.
 
D.   Juvenile Probation & Detention: Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, in the amount of $115,542.42 with no cash match required by Fort Bend County for the TX1031 Criminal Justice Grant Program for the period of September 1, 2025, through August 31, 2026.
 
E.   Juvenile Probation & Detention: Take all appropriate action on Application and Resolution to the Office of the Governor, Criminal Justice Division, in the amount of $77,945.29 with no cash match required by Fort Bend County, for the TX2085 Juvenile Justice & Truancy Prevention Grant Program for the period of September 1, 2025, through August 31, 2026.
 
31. HEALTH & HUMAN SERVICES:
 
A.   Clinical Health: Take all appropriate action on Memorandum of Understanding between the AIDS Healthcare Foundation and Fort Bend County Health and Human Services-Clinical Health Division to provide a comprehensive and coordinated continuum of care for people with HIV/AIDS by providing medical treatment, testing services, and advocacy, regardless of ability to pay. 
 
B.   Environmental Health: Take all appropriate action on request for transfer in the amount of $14,854 from Non-Departmental Contingency, into Environmental Health Mosquito Control Fees to allocate funds for supply power from a CenterPoint energy pole to our Mosquito control modular.

37. TOLL ROAD: 
 
A.   Take all appropriate action on the creation of a new position, Permit Administrator, General Grade 105, in the Engineering Department and authorize the purchase of one (1) vehicle and all necessary furniture and equipment for said position to be permanently assigned to support the Toll Road Department effective January 28, 2024.
 
 
B.   Take all appropriate action on the creation of the following positions and authorize the purchase of all necessary furniture and equipment for said positions, effective immediately. (Fund: FBCTRA and FBGPTRA Toll Revenue)
 
1. Assistant Director, General Grade 113 and 
2. Toll Operations Coordinator, General Grade 109.
 
38. Approve Bills.
 
39. Ratify the release of time-sensitive disbursements made on February 6, 2025.
 
40. Authorize County auditor to pay and release the time-sensitive disbursements on February 20, 2025, to be ratified by Commissioners Court on February 25, 2025.

Meet in Closed Session to deliberate the following matters as authorized by the Texas Government Code:

2.   Deliberation regarding the sale of real property located in Rosenberg, Fort Bend County, Texas.
 
C. § 551.074. Personnel Matters. Commissioners Court will meet in Closed Session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee.
