A.   County Attorney: Approve out-of-state travel for K. Sneed, L. Lary, and K. LeVert, to Washington D.C., from September 11, 2024, through September 15, 2024, to attend the Congressional Black Caucus (CBC) Annual Legislative Conference. (Fund: County Attorney - Travel)
 
B.   District Attorney: Approve and ratify out-of-state travel for eleven (11) District Attorney employees throughout the south (Atlanta and Hapeville, Georgia, Montgomery, Alabama, Horn Lake, Mississippi, and New Orleans, Louisiana) from July 7, 2024, through July 13, 2024, for the Expose Excellence Youth Program along with YMCA 2024 Freedom Tour. 
 
C.   District Attorney: Approve correction to previously approved out-of-state travel by Commissioners Court on February 13, 2024, for one (1) District Attorney employee who attended the RISE24 Conference in Anaheim, California, on May 21, 2024, through May 28, 2024. (Fund: Travel)

A.   Approve variance to the Fort Bend County Travel Policy, Annex B to allow an exception for an increase of the allowed hotel government rate for out-of-state travel for J. Strobel to Tampa, Florida, from July 12, 2024, through July 17, 2024, to attend the NaCo Conference. (Fund: Travel)
 
B.   Approve variance to the Fort Bend County Travel Policy, Annex B to allow air travel purchased within 14 days for out-of-state travel for S. Smith to Atlanta, Georgia, on June 5, 2024, through June 9, 2024, to attend the National Organization of Black County Officials (NOBCO) Economic Development Conference. (Fund: Travel)
 
9. AUDITOR:
 
  Approve the following Monthly Financial Report prepared by County Auditor, for the seven months ended April 30, 2024, pursuant to Local Government Code Section 114.023
 
10. BUDGET TRANSFER(s):
 
A.   American Rescue Plan Act: Approve transfer in the amount of $403,305 as indicated on Director's form dated June 18, 2024, to allocate funds for consulting fees. 
 
B.   Behavioral Health Services: Approve Transfer in the amount of $180 from Behavioral Health Services - Information Technology into Information Technology - Fees, to allocate funds for the purchase of Grammarly Software.
 
C.   Commissioner Precinct 4: Approve transfer in the amount of $812 from Travel and Training into Information Technology - Fees to allocate funds for the purchase of seven (7) Project 3 licenses. 
 
D.   County Attorney: Approve transfer in the amount of $25,500 from County Attorney Salaries into Property and Travel to cover various costs. 
 
E.   County Clerk: Approve transfer in the amount of $118 from Information Technology into Information Technology - Fees, to allocate funds for the purchase of (1) one Adobe Pro License. 
 
F.   District Attorney: Approve transfer in the amount of $694 from District Attorney - Fees into Information Technology - Fees to allocate funds for the purchase of software.
 
G.   District Clerk: Approve transfer in the amount of $1,512 from District Clerk - Fees into Information Technology - Fees to allocate funds for the purchase of software applications.
 
H.   Facilities Jail Maintenance: Approve transfer in the amount of $100,000 as detailed on Director's form dated June 25, 2024, to allocate funds for the purchase of additional parts for various County Facilities.
 
I.   Facilities Maintenance: Approve transfer in the amount of $699 from Facilities Maintenance - Information Technology into Information Technology Fees, to allocate funds for (12) twelve camera license upgrades. 
 
J.   Fire Marshal: Approve transfer in the amount of $7,000 from Fire Marshal - Supplies & Maintenance into Information Technology to allocate funds for the purchase of a modem and hot spot for use during incident calls.  
 
K.   Information Technology: Approve transfer in the amount of $648,824 from Fees into Capital Acquisitions and Construction in Progress to allocate funds to cover expenses that contribute to the total value of Subscription Base Information Technology Agreements (SBITAs). 
 
L.   Library: Approve transfer in the amount of 50,000 from Fees into Information Technology, to allocate funds for the purchase of peripheral replacements.
 
M.   Medical Examiner: Approve transfer in the amount of $127,604 as detailed on Director's form dated June 28, 2024, to allocate funds to cover overtime accounting line, salaries and labor, and travel.
 
N.   Sheriff Detention: Approve transfer in the amount of $190,000 as detailed on Director's form dated June 18, 2024, to allocate funds for inmate medical expenses.
 
O.   Sheriff Enforcement Operating: Approve transfer in the amount of $18,261 from Fees into Capital Acquisitions, to allocate funds for the purchase of installation of K9 equipment for patrol units. 
 
             
11. COUNTY ATTORNEY:
 
A.   Approve variance to the Fort Bend County Travel Policy to allow air travel purchased within 14 days for out-of-state travel for M. Turner to Atlanta, Georgia, on April 9, 2024, through April 12, 2024, to attend the National Association of Bond Lawyers Conference (NABL). (Fund: Public Finance Bonds)
 
B.   Approve mileage reimbursement payment under the Fort Bend County Travel Policy for Brazos County District Attorney Jarvis Parsons in the amount of $133.60 for mileage incurred due to a course presentation given at the Gus George Academy on June 18, 2024. (Fund: County Attorney Travel)
 
C.   Approve variance to the Fort Bend County Travel Policy to approve payment of mileage in the amount of $245 for travel between October 10, 2023, through October 13, 2023, submitted after deadline specified in the county travel policy. (Fund: Travel)
 
D.   Approve variance to the Fort Bend County Travel Policy to approve payment of mileage in the amount of $26.72 for travel between March 8, 2023, through September 9, 2023, submitted after the deadline specified in the county travel policy. (Fund: Travel)
 
12. COUNTY TREASURER:
 
  Approve monthly report submitted by the County Treasurer for May 2024, and authorize advertisement of affidavit of the same in accordance with Local Government Code 114.026.
 
13. ELECTIONS ADMINISTRATION:
 
  Record into minutes the availability of funds in the amount of $194,035.50 for FY 2024 under Chapter 19 of the Texas Election Code for use by the Fort Bend County Office of Elections Administration exclusively for activities to enhance voter registration and participation through August 11, 2026, as authorized by Texas Statute and Administrative Code Rules.
 
14. ENGINEERING-DEVELOPMENT:
 
A.   Accept the streets in Morgans Spur Drive Extension No. 5: Morgans Spur Drive 440.65 LF and release the bond in the amount of $52,000.00, Precinct 1.

B.   Social Services: Accept refund check in the amount of $206.20 from CenterPoint Energy.

  Approve Interlocal Agreement for Truancy Prevention and Intervention Services between Fort Bend County, Fort Bend County Juvenile Board and Fort Bend Independent School District for the 2024-2025 academic year.
 
17. LIBRARY:
 
  Approve renewal of Fort Bend County Law Library Administration Agreement FY2024 between Fort Bend County and Fort Bend County Bar Association, effective through September 30, 2024.

F.   Approve Third Amendment to Agreement for Infrastructure Investment and Job Act Consulting Support with Tetra Tech, Inc., pursuant to RFP 19-041, Contingency All Hazards Consulting Services, to include Non-Infrastructure Investment and Jobs Act (IIJA) Grant Program support, with no change in compensation.
 
G.   Approve Consent to Assignment and Fourth Amendment to Agreement for Professional Engineering Services with Pape-Dawson Consulting Engineers, LLC, to assign this corresponding Agreement to Costello, LLC, pursuant to SOQ 14-025; regarding Pecan Creek Road and Cedar Creek Road Bridges, Project No. BR19301. 
 
H.   Approve Change Order No. 1 with Hurtado Construction, to decrease the contract by $23,038.13 for a total contract amount not to exceed $1,076,519.35 and to extend the contract time through November 29, 2023, pursuant to Bid No. 23-044, regarding Library Access Road, Mobility Bond Project No. 20318x, Precinct 1.  (Fund: Certificates of Obligation)
 
I.   Approve Amendment to Agreement between Fort Bend County and Tetra Tech, Inc. pursuant to RFP 19-041, for Hazard Mitigation Plan Consulting Services, for an extension of time of performance through September 30, 2024, with no change in total compensation.

23. AUDITOR:
 
A.   Take all appropriate action to amend the Fort Bend County Purchasing Manual: Annex B - Fort Bend County Travel Policy as presented, effective July 9, 2024:

Fort Bend County business travel outside the United States shall be prohibited, and no travel funds will be approved for travel outside the United States, except in circumstances which involve county business.
 
B.   Take all appropriate action on request for transfer in the amount of $175,000 from Non-Departmental Contingency to Non-Departmental Fees to allocate funds for Amendment with PFM for the Hotel Convention Center Project.
 
C.   Take all appropriate action on Order authorizing the issuance of Fort Bend County, Texas Unlimited Tax Road Bonds, Series 2024; setting certain parameters for the Bonds; authorizing the pricing officer to approve the terms thereof and certain other procedures and provisions related thereto.

E.   Take all appropriate action on request for variance to the pipeline setback requirement as stated in Section 5.12.E of the Fort Bend County Regulations of Subdivisions for Meadowview Estates, Precinct 3.
 
F.   Take all appropriate action on request for variance to the local streets requirement as stated in Section 5.5.B.2 of the Fort Bend County Regulations of Subdivisions for the 1824 at Austin Point SEC 1, Precinct 2.
 
G.   Take all appropriate action on Roadway Use and Maintenance Agreement between Fort Bend County and Transcontinental Gas Pipe Line Company, LLC regarding Albert Marek Road and Sulak Road, Precinct 1.
 
H.   Take all appropriate action on request for variance to the sidewalk requirement as stated in Section 5.8 of the Fort Bend County Regulations of Subdivisions for Briarwood Crossing Section 6, Precinct 4.
 
I.   Take all appropriate action for Fort Bend County to sponsor a Texas Department of Transportation Project on behalf of Signorelli Company to expedite the constructions of three public road connections at Hwy 90A and Holly Ridge Boulevard, Cedar Ridge Lane, and Bryant Bend, Precinct 4.
 
27. FACILITIES MANAGEMENT & PLANNING:
 
  Take all appropriate action to authorize the use of Certificates of Obligation to fund plan review fees and materials testing regarding the future Information Technology facility in an amount not to exceed $70,000.
 
28. GRANTS ADMINISTRATION:
 
A.   Commissioner Precinct 4: Take all appropriate action to ratify Application to the Houston-Galveston Area Council (H-GAC) for the FY2025-2028 Livable Centers Studies in an amount up to $230,000, with a cash match in an amount up to $23,000, required by Fort Bend County for funding to identify and fund livable centers and focused livable centers studies in the City of Kendleton. (Fund: Mobility Bonds)
 
B.   Economic Development: Take all appropriate action to ratify Application to the Houston-Galveston Area Council (HGAC) for the FY2025-2028 Livable Centers Studies in the amount of $300,000 with a cash match in the amount of $60,000 required by Fort Bend County, for funding to identify and fund livable centers and focused livable centers studies in Fort Bend County Precinct 2. (Fund: 2022B Tax Note - Fresno Plan)
 
C.   Health and Human Services: Take all appropriate action on Application for the Pool Safety Grant Program in the amount of $400,000 to help implement enforcement programs with the goal of preventing drowning and drain entrapment of children in pools and spas, with no cash match required by Fort Bend County, for the grant period of August 2024, through August 2026.
 
29. HEALTH & HUMAN SERVICES:
 
A.   Emergency Medical Services: Take all appropriate action on request to authorize the retention of six (6) ambulances as an addition to the Emergency Medical Services fleet to properly maintain and cover 911 call demand and event standby requests.
 
B.   Emergency Medical Services: Take all appropriate action on request to authorize the use of Certificates of Obligation for the purchase and installation of emergency equipment for six (6) ambulances as addition to the Emergency Medical Services fleet in an amount not to exceed $750,000.
 
C.   Emergency Medical Services: Take all appropriate action on request to authorize the use of Certificates of Obligation for the purchase and installation of Station Alerting Systems for Ambulance Stations in an amount not to exceed $550,153.
 
D.   Health and Human Services: Take all appropriate action on request to create two (2) full-time, grant funded Positions, Epidemiologist, Grade 108 of the General Salary Structure, in the Health and Human Services Department, effective July 9, 2024. (Fund: Public Health Workforce Grant)
