A.   Approve the reappointment of Al Sulak, Mark Thormaehlen and Kyle Warren to the Fort Bend County Emergency Services District No. 3 Board of Directors for a two-year term, effective through December 31, 2025.

B.   Associate Court B: Approve FY2024 transfer in the amount of $118 from Fees into Information Technology Department Fees to allocate funds for Adobe Pro for Ipad and cell phone.
 
C.   Animal Services: Approve FY2024 transfer in the amount of $30,000 from Construction in Progress into Supplies and Maintenance to allocate funds for repairs made at the animal shelter.

14. FORT BEND COUNTY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular Board meeting held on November 20, 2023, and makes the following recommendations to Commissioners Court:
 
  Approve Utility Construction Services Agreement between the Fort Bend County Toll Road Authority and CenterPoint Energy Houston Electric, LLC.
 
15. GRANTS ADMINISTRATION: The grant application for the below item(s) has been approved by Commissioners Court; the Grants Coordinator has reviewed the acceptance documents and  makes the following recommendation(s) to Commissioners Court:
 
A.   Clinical Health: Accept grant award from the Department of State Health Services Contract No. HHS001182200015 in the amount of $122,299 for the Tuberculosis Prevention and Control Program with a cash match required by Fort Bend County in the amount of $20,383 for the grant period of September 1, 2023, to August 31, 2024. (Fund: Clinical Health Services)
 
B.   County Judge: Rescind action taken on Agenda Item 17A by Commissioners Court on November 21, 2023, which read: Set public hearing to receive comments on the County's application to the U.S. Environmental Protection Agency for the FY2024 Diesel Emissions Reduction Act Grant, to be conducted on Tuesday, December 5, 2023, at 1:00 p.m. in person in the Commissioners Courtroom on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.
 
C.   County Judge: Set public hearing to receive comments on the County's application to the U.S. Environmental Protection Agency for the FY2024 Diesel Emissions Reduction Act Grant, to be conducted on Tuesday, December 19, 2023, at 1:00 p.m. in person in the Commissioners Courtroom on the second floor of the Fort Bend County Courthouse at 401 Jackson Street in Richmond, Texas.
 
D.   District Attorney: Approve correction to agenda item 19D, approved by Commissioners Court on October 24, 2023, to correct the grant award, so that it reads: Ratify acceptance of grant award in the amount of $126,743.70 from the Office of the Governor, Criminal Justice Division for the Victims of Crime (VOCA) Victim Witness Staff Expansion Program, with a local match required by Fort Bend County in an amount up to $122,014, for a total project amount of $248,758 for the period of October 1, 2023, through September 30, 2024. (Fund: District Attorney Grant Allocation)
 
16. HEALTH & HUMAN SERVICES:
 
A.   Health & Human Services: Record into the minutes the Fort Bend County Health & Human Services Code of Conduct Policy.

17. HUMAN RESOURCES:
 
A.   Approve the rehire of former employee D.L. who will be rehired effective December 11, 2023.
 
B.   Approve request for withdrawal of hours from the shared sick leave pool for employees from the following departments:

 
1. 80 hours, Sheriff’s Office, Position No. 5601-0554;
2. 240 hours, Juvenile Probation, Position No. 5751-0059; and
3. 450 hours, Emergency Medical Services, Position No. 5401-0028.
 
             
18. LIBRARY:
 
  Approve request to increase the Fort Bend Fulshear Library Branch change fund by $550 in accordance with the Fort Bend County Library form dated November 27, 2023.
 
19. PARKS & RECREATION:
 
  Approve Community Use Request Forms to waive fees for the following:

 
1. Fort Bend County Animal Services for use of Fairground Facilities on December 9, 2023;
2. Fort Bend County Tax Office for use of Fairground Facilities on December 13, 2023;
3. Fort Bend Independent School District Fort Settlement Middle School for use of Jones Creek Ranch Facilities on May 3, 2024;
4. Southwest Bills for use of Four Corners Multipurpose Center Facilities on various dates from October to December 2023;
5. Precinct 3 Fort Bend County Constable's Office for use of Landmark Community Center on December 9, 2023; and

Approve correction to Agenda Item 27H, approved by Commissioners Court on March 14, 2023; so it reads: Take all appropriate action on Addendum to Agreement between Fort Bend County and Meeder Public Funds Inc. to appropriate funds, pursuant to the amount certified by the county auditor for investment services, effective through March 13, 2025.  (Fund: Budget Office-Fees)
 
B.   Approve renewal Agreement for Operation and Programming between Fort Bend County and the Boys and Girls Club of Greater Houston, Inc., to provide outreach services at the Richmond Community Center in an amount not to exceed $60,200.00 for FY2024. (Fund: Parks) 
 
C.   Approve Seventh Amendment to Professional Service Agreement for Park & Ride Facility Planning and Consulting Services between Fort Bend County and IDCUS, pursuant to SOQ 09-072 for Westpark Park & Ride to extend time of performance through December 31, 2024, with no change in compensation. (Fund: Public Transportation Grant)
 
D.   Approve renewal of Agreement for Contingency All Hazards Consulting Services between Fort Bend County and Hagerty Consulting, Inc. as the secondary vendor, pursuant to RFP 19-041 for the term ending November 30, 2024.
 
E.   Approve Fifth Amendment to Agreement between Fort Bend County and Huitt-Zollars, Inc., pursuant to RFQ 19-020, professional construction management services for Fort Bend Westpark Park & Ride, to increase time of performance through December 31, 2024 with no change in compensation. (Fund: Public Transportation Grants)
 
F.   Approve Second Amendment to Agreement between Fort Bend County and Carahsoft Technology Corp, utilizing DIR-TSO-4288 for a decrease in the amount of $30,000 for a total contract amount of $313,074.41 regarding Phase I Service Now Implementation. (Fund: General Admin Projects)
 
G.   Authorize renewal of Bid 23-023, term contract for Culverts with Core & Main LP and Wyatt Resources, Inc.
 
21. SHERIFF'S OFFICE:
 
A.   Approve Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Municipal Utility District No. 134C with services to be provided by the Sheriff's Office, effective through September 30, 2024.
 
B.   Approve correction to Agenda Item 45, approved by Commissioners Court on September 12, 2023; to update exhibit A previously submitted incorrectly with Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend Municipal Utility District No. 118, effective through September 30, 2024. 
 
C.   Approve Second Interlocal Agreement for Additional Law Enforcement Services between Fort Bend County and Fort Bend Municipal Utility District No. 134B, with services to be provided by the Sheriff's Office, effective through September 30, 2024.
 
22. TAX ASSESSOR/COLLECTOR:
 
  Approve and record into Minutes tax payment refunds in the amount of $19,500.85 for the Office of Carmen P. Turner.
 
 
23. COMMISSIONER, PCT. 3:
 
A.   Take all appropriate action on request for transfer in the amount of $50,000 from Non-Departmental Contingency into the Office of Commissioner Precinct 3 Fees to allocate funds for general counsel services to the Fort Bend County Industrial Development Opportunities Committee.
 
B.   Take all appropriate action on the appointment of Nick Dhanani as Fort Bend County representative to the Board of Directors of City of Sugar Land Tax Increment Reinvestment Zone (TIRZ) No. 1 for a two-year term effective through December 2025.
 
24. COMMISSIONER, PCT. 4:
 
  Take all appropriate action on Interlocal Project Agreement between Fort Bend County and the City of Beasley to reconstruct and resurface streets with Type D asphalt as detailed within the Agreement; the City of Beasley will reimburse the County $60,848, and Fort Bend County will provide all materials, man hours, and equipment, with county expenditures not to exceed $216,268.20. (Fund: Road and Bridge)
 
25. AUDITOR:
 
  Take all appropriate action to authorize advance payment in the amount of $500,000 to Stonehenge Holdings for Epicenter operations pursuant to the agreement approved by Commissioners Court on July 26, 2022. (Fund: Advance Funding Resolution/Epicenter Enterprise Fund)
 
             
26. COUNTY ATTORNEY:
 
A.   Take all appropriate action on request for a one (1) new full-time position, Civil Attorney-General Counsel, Grade 112 of the General Salary Structure, in the County Attorney's Office, effective December 5, 2023. (Fund: Parks Bond 2023)
