13. FACILITIES MANAGEMENT & PLANNING:  The Director of Facilities Management & Planning submits these invoices for approval and payment for projects that are funded by 2015 Facility Bonds and by Certificates of Obligation:
 
A.   Pay Application No. 8 in the amount of $447,637.25 to Crain Group for construction services regarding the Precinct 3 Public Safety Annex;
 
B.   Invoice No. 144107 in the amount of $3,688.41 to Billiard Factory, for gaming equipment regarding the Landmark Community Center;
 
C.   Invoice No. 3023710209 in the amount of $53,379.15 to Huitt-Zollars for design services regarding the New North Library;
 
D.   Invoice No. GC417-1 in the amount of $2,160.00 from Weisser Engineering Company, for engineering services regarding Harlem Road Park.
 
14. FORT BEND COUNTY TOLL ROAD AUTHORITY:  The Board of Directors of the Fort Bend County Toll Road Authority reviewed the following items at their regular board meeting held on May 19, 2021 and makes the following recommendations to Commissioners Court:
 
 
  Approve Engineering Services Agreement between Fort Bend County Toll Road Authority and Blackline Engineering, LLC to construct a right-of-way delineation fence and landscape improvements along Fort Bend Parkway south of Chasewood Drive. 
 
15. HOMELAND SECURITY & EMERGENCY MANAGEMENT:
 
A.   Approve Memorandum of Understanding between Fort Bend County and The American Red Cross, to define a working relationship in preparing for and responding to certain disaster situations. 
 
B.   Approve Staging Site Agreement Extension Confirmation between Fort Bend County and CenterPoint Energy Houston Electric, LLC, to designate Fort Bend County Fairgrounds as a staging area for CenterPoint, its Contractors, Agents and Volunteers, during emergency/disaster electrical restoration.
 
16. HUMAN RESOURCES:
 
  Approve the rehire of former employee Kourtney Greenville, who terminated employment on January 10, 2020, and who will be rehired effective June 14, 2021.
 
17. PURCHASING:
 
A.   Authorize advertising for bids for demolition services for Disaster Recovery Project Numbers 4269-006 and 4269-007.
 
B.   Authorize advertising for proposals for term contracts for bulk fuel, online homework tutor, and employee alcohol and drug testing services.
 
C.   Approve Amendment to Subrecipient Agreement between Fort Bend County and Fort Bend County Municipal Utility District No. 19 for sanitary sewer improvements, to extend the contract time until April 29, 2022, with no change in overall contract amount, part of the FY2019 Consolidated Annual Action Plan approved by Commissioner’s Court on July 2, 2019. (Fund: Community Development Block Grant)
 
18. SHERIFF'S OFFICE:
 
  Accept and record the generous donation by Mr. Leonardo Cauto, of Knoll, Inc. office furniture for the Sheriff's Office Sienna Annex. 
 

 
             
19.

COUNTY JUDGE:

 
A.   Take all appropriate action on Tax Abatement Agreement between Fort Bend County and Biotics Research Corporation, for a project located within City of Rosenberg Reinvestment Zone No. 27, Precinct 1.
 
B.   Take all appropriate action on Tax Abatement Agreement between Fort Bend County and Frito-Lay Inc., located in Reinvestment Zone No. 28 and Reinvestment Zone No. 25, Precinct 1.
 
C.   Take all appropriate action to record the acceptance by the County Judge of a Petition that is in proper form for the creation of Fort Bend County Emergency Services District Number 9, and the filing of same Petition with the County Clerk, pursuant to Section 775.015 of the Health & Safety Code. 
 
D.   Take all appropriate action to set a public hearing to be conducted on Tuesday, July 27, 2021 at 1:00 p.m. in the Commissioners Courtroom at 401 Jackson Street in Richmond, Texas for the proposed creation of a new Emergency Services District to be named Emergency Services District Number 9, and issue the necessary notices pursuant to Section 775.015 of the Health & Safety Code. 
 
20. COMMISSIONER, PCT. 3:
 
  Take all appropriate action on Agreement for Additional Law Enforcement Services between Fort Bend County and Firethorne Community Association, Inc., with services to be provided by Fort Bend Constable Precinct 3, effective through September 30, 2021.  
 
21. BUDGET & FINANCE:
 
A.   Take all appropriate action to authorize the County Auditor to remit payment to OakBend Medical Center in an amount of $640,573.61 for eligible reimbursable expenses incurred during the pandemic and not paid from the CARES Act funding. (Fund: American Rescue Plan Act (ARPA))
 
B.   Take all appropriate action on request for (4) four new grant funded positions in the Sheriff’s Office – Bailiffs, Detention Deputy, Grade 9 of the Law Enforcement Policy Group, necessary due to the courts increase in jury trials to reduce the backlog of cases caused by the pandemic, effective June 8, 2021 through September 30, 2022, and amend the budget to include $162,000 for FY 2021 and $324,000 for FY 2022 under Category 2, Pandemic Relief. (Fund: American Rescue Plan Act (ARPA) – Pandemic Relief Category)
 
C.   Take all appropriate action on request for (1) one new grant funded position in the County Judge’s Office, Recovery & Engagement Coordinator, Grade 13 of the Professional Management Policy Group, to coordinate and process pandemic recovery, including long-term recovery efforts, effective June 8, 2021 through September 30, 2024, and amend the budget to include $42,000 in FY 2021, and $355,000 for FY 2022, FY 2023, and FY 2024 under Category 2, Pandemic Relief.  (Fund: American Rescue Plan Act (ARPA) – Pandemic Relief Category)
 
22. BEHAVIORAL HEALTH SERVICES:
 
  Take all appropriate action on Care Coordination Agreement between Fort Bend County Behavioral Health Services and Texana Center to establish partnership in the referral and sharing of client information, effective June 1, 2021.
 
 
23. ENGINEERING:
 
A.   Take all appropriate action on request for variance to the block length requirements as stated in Section 5.5.A.2, of the Fort Bend County Regulations of Subdivisions for Provincial Retreat Section 1, on behalf of Texas Engineering and Mapping Co., Precinct 1.
 
B.   Take all appropriate action to approve the plat for the roads within Provincial Retreat Section 1, Precinct 1.
 
C.   Take all appropriate action to approve the plat for the lots within Provincial Retreat Section 1, Precinct 1.

24. HEALTH & HUMAN SERVICES:
 
  Emergency Medical Services: Take all appropriate action to approve the use of Certificates of Obligation to fund replacement of Unit X005 involved in a property damage claim on July 17, 2019 to allocate remaining balance of $87,106.94, after insurance settlement.
 
             
25. JUVENILE PROBATION & DETENTION:
 
  Take all appropriate action on Intergovernmental Agreement between Fort Bend County and Houston-Galveston Area Council to receive grant funds in an amount of $30,000 in support of mental health services and/or therapy for referred juveniles for the term ending August 31, 2021, to be ratified by the Juvenile Board at their next meeting. 
 
26. PARKS & RECREATION:
 
A.   Take all appropriate action on approval of Parks Department Community Use Request Form for Tax Exempt Entities which serve Fort Bend County communities, to schedule use of community rooms and pavilions, subject to availability and Parks approval. 
 
B.   Take all appropriate action to add Landmark Community Center to the Parks Department fee schedule. 
 
C.   Take all appropriate action to approve funding for after hours expenses for the Youth Leadership Orientation to be held on Tuesday, June 15, 2021 from 5:00 p.m. - 8:30 p.m. at Landmark Community Center and to extend the hours of the Center to accommodate the event.
 
27. PUBLIC TRANSPORTATION:
 
  Take all appropriate action on Amendment No. 2 to Project Grant Agreement No. RPT 2102 (11) 045_20 between Fort Bend County and Texas Department of Transportation to revise the budget with no change in local match. 
 
28. PURCHASING:
 
A.   Take all appropriate action on Addendum to Medical Quotation between Fort Bend County and Zoll Medical, utilizing cooperative contract PSAI 2018-11 in an amount not to exceed $53,385.77. (Fund: Health & Human Services, Emergency Medical Service)
 
B.   Take all appropriate action on request to renew Bid 18-006, term contract for concrete pavement rehabilitation, with price increases from S&C Construction Co., Inc.
 
C.   Take all appropriate action on Agreement between Fort Bend County and Flintco, LLC for construction of the North Library in Precinct 3, pursuant to RFP 21-067, in an amount not to exceed $11,980,000. (Fund:  2015 Bonds and Certificates of Obligation)
 
D.   Take all appropriate action on Final Change Order 3 to the Agreement between Fort Bend County and James Construction, to extend the contract time until March 7, 2021 and increase the contract in an amount of $1,179.33 for a total contract amount not to exceed $4,841,218.49, pursuant to Bid No. 20-052 regarding Cane Island Phase 2, Mobility Bond Project No. 17308, Precinct 3. E.   Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Amani Engineering, Inc., to increase the contract in an amount of $17,000 for a total contract amount not to exceed $334,791, pursuant to SOQ 14-025, regarding Intersection Improvements for Rohan Road, Mobility Bond Project No. 17114, Precinct 1. F.   Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Amani Engineering, Inc., to increase the contract in an amount of $70,749.50 for a total contract amount not to exceed $664,814.50, pursuant to SOQ 14-025, regarding South Post Oak Boulevard, Mobility Bond Project No. 13112, Precinct 1. Policy of Non-Discrimination on the Basis of Disability

The Director of Risk Management is designated to coordinate compliance with the non-discrimination requirements in Section 35.107 of the Department of Justice regulations.
 
Fort Bend County will, generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so that they can participate equally in the County’s programs, services, and activities. Anyone who requires an auxiliary aid or service for effective communication or modification of policies or procedures to participate in a program, service, or activity of Fort Bend County, should contact the office of the ADA Coordinator as soon as possible, but no later than 48 hours before the scheduled event.
