6. COUNTY JUDGE:
 
A.   Accept and record the generous donation by Felix Kwade in the amount of $25 to be used for the Adopt-A-Family Fort Bend Program.
 
B.   Accept and record the generous donation by Sugar Land Youth Cricket Club in the amount of $1,000 to be used for the Adopt-A-Family Fort Bend Program.
 
C.   Accept and record the generous donation by County Judge KP George in the amount of $1,500 to be used for the Adopt-A-Family Fort Bend Program.
 
D.   Accept and record the generous donation by individual in the amount $100 to be used for the Adopt-A-Family Fort Bend Program.

7. COMMISSIONER, PCT. 3:
 
  Approve Amendment to Interlocal Agreement between Fort Bend County and the City of Simonton to extend the term of completion for flood mitigation assistance services in the Valley Lodge area until the project is completed, with no change in amount of the agreement.
 
8. BUDGET & FINANCE:
 
  Approve recommendation by Director of Finance & Investments to postpone budget workshops for Fiscal Year 2021, previously scheduled for May 4 through 6 and May 13-15, 2020.
 
9. BUDGET TRANSFER:
 
  Homeland Security & Emergency Management: Approve transfer in the amount of $8,000 from Fees into Information Technology to allocate funds for the purchase of Adobe Creative Suite and additional computer equipment for Homeland Security and Emergency Management staff.

C.   Approve permit application from R Construction Civil, LLC dba R Construction Company to tie-in waterlines into existing Kingdom Heights subdivision, Permit No. 2020-35105, Precinct 1.
 
D.   Approve permit application from Windstream Sugar Land, LLC to install utility cable along Harlem Road, Permit No. 2019-29785, Precincts 3 and 4.
 
E.   Approve permit application from Cooley Construction, LLC/NORR to install a driveway on W. Grand Parkway S, Permit No. 2019-28462, Precinct 4.
 
F.   Approve permit application from Harvest Green MF Owner, LLC/AOG Granary Flats GC, LLC to install two driveways on Harvest Corner Drive, Permit No. 2020-34906, Precinct 4.
 
G.   Approve permit application from Principal Services, Ltd. for water, sanitary, drainage and paving improvements for Harvest Bounty Drive, including utility crossings under W Airport Boulevard, Permit No. 2020-35305, Precinct 4.
 
H.   Approve permit application from Hurtado Construction Company to install a construction entrance, residential street connection and left-turn lane on Long Prairie Trace, Permit No. 2020-35109, Precinct 4.
 
I.   Approve permit application from Principal Services, Ltd. to install water lines, sanitary sewer lines, a left-turn lane and a residential street connection along Harlem Road, Permit No. 2020-35246, Precinct 4.
 
12. ENGINEERING-DEVELOPMENT:
 
A.   Re-set public hearing for acceptance of the traffic control plan for Walnut Creek Section 23, Precinct 1. (Tuesday, June 2, 2020, at 1:00 p.m.)
 
B.   Approve acceptance of the Westchester Fire Insurance Company paving bond in the amount of $135,879.00 on behalf of D.R. Horton-Texas Ltd. for Sunset Crossing Bryan Road Phase II within Sunset Crossing Subdivision (no plat, dedicated by right-of-way deed, Instrument #2018111415), Precinct 1.
 
C.   Accept the streets in Jordan Ranch Section 8:  Indigo Falls Drive 821.15 LF, Sunflower Cove Lane 446.05 LF and Magnolia Bloom Court 639.59 LF for a total of 1,906.79 LF, and release the bond in the amount of $126,910.00, Precinct 3.
 
D.   Accept the streets in Jordan Ranch Section 10:  Gardenia Park Drive 374.55 LF, Lilac Point Lane 911.36 LF, and Liatris Bend Lane 176.19 LF for a total of 1,462.10 LF, and release the bond in the amount of $102,060.00, Precinct 3.
 
E.   Accept the streets in Jordan Ranch Section 11:  Rose Mallow Drive 165.00 LF, Lilac Point Lane 486.57 LF, Iris Circle Court 418.00 LF, and Orchard Place Lane 349.00 LF for a total of 1,418.57 LF and release the bond in the amount of $98,980.00, Precinct 3.
 
F.   Accept the streets in Creekstone Village at Riverstone Section 9:  Twin Rivers Lane 128.00 LF, Paradise River Drive 840.00 LF, Serrano Valley Lane 337.00 LF and Bending Crest Court 498.00 LF for a total of 1,803.00 LF, and release the bond in the amount of $126,210.00, Precincts 2 and 4.
 
13. FACILITIES MANAGEMENT & PLANNING:
 
  Approve payment of Pay Application No. 22REV in the amount of $151,421.66 (including final retainage payout) to Paradigm Construction for construction services regarding an addition to and expansion of the Missouri City Branch Library. (Fund: Facilities Bond and Advance Funding Resolution)
 
14. GRANTS ADMINISTRATION: The grant application for the below item has been approved by Commissioners Court; the Grants Coordinator has reviewed the acceptance documents and  makes the following recommendation to Commissioners Court:
 
  Social Services: Accept grant funds in the amount of $125,000 from The George Foundation, to assist qualified County residents with basic needs.
 
             
15. HEALTH & HUMAN SERVICES:
 
  Animal Services: Accept Report of donations received for Animal Services operations for the period of January 1 through December 31, 2019.
 
16. HUMAN RESOURCES:
 
  Approve request for withdrawal of 160 hours from the Shared Sick Leave Pool for employee of the Library, Position No. 6501-0068.
 
17. PUBLIC TRANSPORTATION:
 
A.   Approve payment of Invoice No. 17172 in the amount of $22,958.69 to STS360 for the intercom System regarding the Transit Center, Mobility Bond Project No. 13406.  (Fund:  2013 Mobility Bond)
 
B.   Approve First Amendment to Interlocal Agreement for Transportation Services between Fort Bend County and City of Richmond.
 
18. PURCHASING:
 
  Authorize advertising for bids for Septic System for Daily Park, Precinct 3.
 
19. TAX ASSESSOR/COLLECTOR:
 
  Approve refunds over $500 detailed in Tax Assessor/Collector's report submitted on April 28, 2020 for an amount totaling $6,266.69 for the Office of Carrie Surratt.
 

 
20.

COUNTY JUDGE:

 
  Take all appropriate action on Tax Abatement Agreement between Fort Bend County, Trinity Development, LLC, and Wet Sounds, Inc. for project located in City of Rosenberg Reinvestment Zone No. 24, Precinct 1.
 
             
21. COMMISSIONER, PCT. 3:
 
  Take all appropriate action on request to eliminate certain provisions of Emergency Operations Personnel and Pay Procedures, specifically Section 413.09, regarding accrual of Emergency Deferred Time by exempt and non-exempt employees during a declared emergency, and instruct the County Auditor and Human Resources to review and revise Policy 413, Emergency Operations Personnel and Pay Procedures to ensure reasonable and appropriate response from County employees during an emergency situation.
 
22. DISTRICT ATTORNEY:
 
A.   Take all appropriate action on acceptance of grant funds in the amount of $308,374.45 from the Office of the Governor, Criminal Justice Division, for the Human Trafficking Investigation and Prosecution Project with no cash match required by the County for the period of April 1, 2020 through September 30, 2021.
 
B.   Take all appropriate action on request to create two new grant-funded positions: Investigator, Grade 11 of the Law Enforcement Policy Group, and Criminal Analyst, Grade 11 of the Professional/Management Policy Group for the Office of District Attorney. (Fund: Human Trafficking Investigation and Prosecution Grant)
 
23. ENGINEERING:
 
A.   Take all appropriate action on request for Annexation to the City of Richmond to annex the right of way dedicated to the public and currently maintained by the County, regarding 9th Street within Edgewood Addition (aka Mandola Farms), Precinct 1.
 
B.   Take all appropriate action on request to ratify submission of certifications and assurances by the County Engineering Department included in the grant application to H-GAC for Fort Bend Recycling Equipment.
 
             
24. HEALTH & HUMAN SERVICES:
 
  Emergency Medical Service: Take all appropriate action on Temporary Housing Agreement between Fort Bend County and City of Richmond to house Fort Bend County Medic 6 and staff at the City's Fire Station No. 1 located at 200 Houston Street in Richmond for the duration of renovations and construction of the Medic 6 building through August 31, 2020.
 
25. HUMAN RESOURCES:
 
A.   Take all appropriate action on requests by various elected officials and departments to fill positions during the hiring freeze, as detailed in report submitted by Director of Human Resources.
 
B.   Take all appropriate action on amendment to include the Coronavirus Aid, Relief, and Economic Security (CARES) Act provisions as presented by Security Benefit / Dearborn & Creggs as it pertains to the Fort Bend County's 457(b) Deferred Compensation Plan, and authorize County Judge to execute all documents necessary to implement this change.
 
26. PUBLIC TRANSPORTATION:
 
  Take all appropriate action on Budget Amendment No. 2 between Fort Bend County and the Federal Transit Administration (FTA) for FAIN # TX-2018-058-02 for Fiscal Year 2017 Section 5307, to revise the budget and reobligate $1,431,012 for a total federal award of $4,407,280.
 
27. PURCHASING:
 
A.   Take all appropriate action on Second Addendum to Software as a Service Master License Agreement and Master Service Agreement between Fort Bend County and Caseworthy regarding web portal setup and service in the amount of $43,867 effective through September 30, 2020. (Fund: Social Services Grant Funds and Public Health Preparedness)
 
B.   Take all appropriate action to consider granting an exemption to the competitive bid process, as authorized by Local Government Code §262.024 (a)(7) for the purchase of an item available from only one source, for website service to access and download digital content materials from OverDrive, Inc. in an additional amount of $25,000 for a total contract amount not to exceed $149,000 for FY 2020. (Fund: Library)
 
C.   Take all appropriate action on Fifth Amendment to Software License and Maintenance Agreement between Fort Bend County and Trapeze Software Group, Inc., pursuant to RFP 13-045 for annual maintenance of Public Transportation software for mobile data terminals in an amount not to exceed $19,155 effective July 1, 2020 through June 30, 2021. (Fund: Public Transportation Grants)
 
D.   Take all appropriate action on Second Amendment to Agreement between Fort Bend County and Staffing Solutions to increase the maximum compensation by $50,000 for a total contract amount not to exceed $116,425 for directly observed therapy services. (Fund: Clinical Health Services, Tuberculosis Prevention & Control Grant)
 
E.   Take all appropriate action on Agreement for Professional Traffic Engineering Services between Fort Bend County and EPIC Transportation Group, LP in an amount  not to exceed $19,239 regarding Precinct 4 Mobility Study, Mobility Bond Project No. 17420x, Precinct 4. (Fund: Mobility Bonds)
 
F.   Take all appropriate action on Amendment to Agreement for Professional Engineering Services between Fort Bend County and RPS, to increase the scope of services by $100,000 for a total contract amount not to exceed $300,000 pursuant to SOQ 14-025 regarding Trammel Fresno, Mobility Bond Project No. 746, Precinct 1 and 2. ( Fund: Mobility Bonds)
 
G.   Take all appropriate action on Fourth Amendment to Agreement for Professional Engineering Services between Fort Bend County and Binkley & Barfield, Inc. to increase the scope of services by $6,000 for a total contract amount not to exceed $429,453 pursuant to SOQ 14-025 regarding A. Myers, Mobility Bond Project No. 13102, Precinct 1. (Fund: Mobility Bonds)
 
H.   Take all appropriate action on Third Amendment to Agreement for Professional Engineering Services between Fort Bend County and Doucet and Associates, Inc. to increase the scope of services by $8,300 for a total contract amount not to exceed $312,280 pursuant to SOQ 14-025 regarding Braxton Street, Mobility Bond Project No. 13116x, Precinct 1. (Fund: Mobility Bonds)
